HCPC Provides an array of land use services to towns in Hancock County.

Coastal Zone

We are an information source for a variety of coastal zone issues such
as harbor management and dredging, mooring plans, floodplain management,
and clam flat restoration.
Code Enforcement
(Contact Person: Jarod Farn-Guillette)
We help develop or refine local code enforcement programs. We also
provide staff services to the regional code enforcement officer/local
plumbing inspector (CEO/LPI) association.

Growth Management

We help towns with all phases of Maine's Growth Management Act, including
seeking planning and implementation grants and developing work programs
to guide towns through the growth management process. We also provide
local land use planning assistance through support from the state
programs for smart growth.
Harbor Ordinances

We help towns to develop harbor ordinances and management plans. Sample ordinances:
Lake Watersheds

We have worked with several towns in preparing watershed management plans
for lakes and rivers. We can share this information with interested towns.
We also help towns obtain funding for more detailed studies of their own.
Land Use and Planning Law
Contact person: Jarod Farn-Guillette)
Our staff helps towns interpret state legislation such as the Growth Management
Act, Mobile Home Park Law, Shoreland Zoning, Stormwater Management Law,
the Natural Resources Protection Act, and the State Subdivision Law. We
follow legislative changes in all land use laws and assess the impact
of relevant court cases. We have a wealth of ordinances on file from around
the county and elsewhere in Maine. We can also tap the resources of the
Maine Municipal Association and the American Planning Association, both
of which have extensive libraries. We help towns in the actual drafting
of ordinances. Also, we have extensive experience helping towns prepare
comprehensive plans.
